农业农村部等五部门印发《关于金融支持全面推进乡村振兴 加快建设农业强国的指导意见》

为深入贯彻(che)落实党的二十大、中(zhong)央经(jing)济工(gong)作会议、中(zhong)央农(nong)村(cun)工(gong)作会议重要(yao)精神(shen)和(he)中(zhong)央一号文件部署要(yao)求,完整、准(zhun)确、全(quan)面(mian)贯彻(che)新(xin)发展理念,中(zhong)国(guo)人民银行、金(jin)融(rong)监(jian)管总(zong)局、中(zhong)国(guo)证监(jian)会、财政部、农(nong)业农(nong)村(cun)部近(jin)日联合(he)发布《关于金(jin)融(rong)支(zhi)持(chi)全(quan)面(mian)推进乡(xiang)村(cun)振兴(xing)加快建设农(nong)业强国(guo)的指(zhi)导意见》,对(dui)做好粮食(shi)和(he)重要(yao)农(nong)产(chan)品稳(wen)产(chan)保供(gong)金(jin)融(rong)服务、强化(hua)巩固拓展脱贫(pin)攻坚成果(guo)金(jin)融(rong)支(zhi)持(chi)、加强农(nong)业强国(guo)金(jin)融(rong)供(gong)给(ji)等九个(ge)方面(mian)提出具体要(yao)求。

《意(yi)见(jian)》强(qiang)(qiang)调,各金(jin)(jin)融(rong)(rong)(rong)(rong)机(ji)(ji)构(gou)要(yao)主(zhu)动对接粮(liang)食生产(chan)(chan)主(zhu)体(ti)扩大产(chan)(chan)能(neng)、设备(bei)改(gai)造、技(ji)(ji)术升级等融(rong)(rong)(rong)(rong)资(zi)(zi)需求,促进粮(liang)食稳产(chan)(chan)增(zeng)产(chan)(chan)。加(jia)大高标准(zhun)农田和(he)(he)水利基础设施建(jian)设信贷(dai)投放,鼓励将符合条件的项目整(zheng)省整(zheng)市打(da)捆打(da)包,统筹构(gou)建(jian)多元化贷(dai)款偿(chang)还渠道。加(jia)强(qiang)(qiang)种业振(zhen)兴等农业关键(jian)核(he)心技(ji)(ji)术攻关金(jin)(jin)融(rong)(rong)(rong)(rong)支撑,强(qiang)(qiang)化农业科(ke)技(ji)(ji)装备(bei)和(he)(he)绿(lv)色发(fa)展(zhan)(zhan)融(rong)(rong)(rong)(rong)资(zi)(zi)支持(chi),加(jia)大乡(xiang)村(cun)产(chan)(chan)业高质量发(fa)展(zhan)(zhan)金(jin)(jin)融(rong)(rong)(rong)(rong)资(zi)(zi)源投入。优(you)化和(he)(he)美乡(xiang)村(cun)建(jian)设和(he)(he)城乡(xiang)融(rong)(rong)(rong)(rong)合发(fa)展(zhan)(zhan)金(jin)(jin)融(rong)(rong)(rong)(rong)服(fu)务(wu)(wu),提升新市民(min)金(jin)(jin)融(rong)(rong)(rong)(rong)服(fu)务(wu)(wu)水平,改(gai)善县域消费金(jin)(jin)融(rong)(rong)(rong)(rong)服(fu)务(wu)(wu)。强(qiang)(qiang)化脱(tuo)贫(pin)地区和(he)(he)脱(tuo)贫(pin)人口金(jin)(jin)融(rong)(rong)(rong)(rong)支持(chi),持(chi)续深化金(jin)(jin)融(rong)(rong)(rong)(rong)机(ji)(ji)构(gou)定点帮扶工(gong)作。

《意(yi)见》明确,要强化(hua)精准滴灌和正向激励,加大(da)货(huo)币政策工具支(zhi)(zhi)持力度,加强财政金(jin)(jin)(jin)(jin)融政策协同,形成(cheng)金(jin)(jin)(jin)(jin)融支(zhi)(zhi)农(nong)(nong)综合(he)体系。强化(hua)金(jin)(jin)(jin)(jin)融机构(gou)组织(zhi)功能,拓展(zhan)多(duo)元化(hua)金(jin)(jin)(jin)(jin)融服务,增强保(bao)险(xian)保(bao)障(zhang)服务能力。完(wan)善农(nong)(nong)村产权(quan)确权(quan)颁证、抵押登(deng)记、流转(zhuan)交易、评估(gu)处置机制(zhi),推(tui)动(dong)融资配套要素(su)市场改革。提升农(nong)(nong)村基础金(jin)(jin)(jin)(jin)融服务水平(ping),强化(hua)统计(ji)监(jian)测与考核评估(gu),切实提高建设(she)农(nong)(nong)业(ye)强国金(jin)(jin)(jin)(jin)融服务质(zhi)效。

截(jie)至2023年(nian)4月末,涉农贷款余额53.16万(wan)亿元,同比增长(zhang)16.4%。下一(yi)步(bu),中(zhong)(zhong)(zhong)国(guo)人民(min)银行、金融监管总局(ju)、中(zhong)(zhong)(zhong)国(guo)证监会、财(cai)政(zheng)部、农业农村部将继续以习(xi)近平新(xin)时代中(zhong)(zhong)(zhong)国(guo)特色社会主义思想(xiang)为指导,推(tui)动(dong)健全(quan)多层(ceng)次、广覆盖、可持续的现代农村金融服(fu)务体系,引(yin)导更(geng)多金融资源配置到(dao)乡村振兴(xing)重点(dian)领域和(he)薄(bo)弱环节,为全(quan)面推(tui)进(jin)乡村振兴(xing)、加快建设农业强国(guo)提供更(geng)强有力金融支(zhi)撑。

为深(shen)入贯彻党(dang)的(de)二十大、中(zhong)(zhong)央(yang)经济工作(zuo)会议(yi)、中(zhong)(zhong)央(yang)农(nong)(nong)村(cun)工作(zuo)会议(yi)精神,完整(zheng)、准确、全面(mian)贯彻新发展理念,围(wei)绕建设(she)供给保障强(qiang)(qiang)(qiang)(qiang)、科技(ji)装备强(qiang)(qiang)(qiang)(qiang)、经营体系强(qiang)(qiang)(qiang)(qiang)、产业(ye)韧性强(qiang)(qiang)(qiang)(qiang)、竞(jing)争能(neng)力强(qiang)(qiang)(qiang)(qiang)且具有(you)中(zhong)(zhong)国(guo)(guo)特色(se)的(de)农(nong)(nong)业(ye)强(qiang)(qiang)(qiang)(qiang)国(guo)(guo),强(qiang)(qiang)(qiang)(qiang)化目标导向(xiang)、问(wen)题(ti)导向(xiang)和结果导向(xiang),锚定目标,鼓(gu)足干劲,建立(li)完善多(duo)层次、广覆盖、可持续的(de)现(xian)代农(nong)(nong)村(cun)金融服(fu)务(wu)体系,增强(qiang)(qiang)(qiang)(qiang)金融服(fu)务(wu)能(neng)力,助力全面(mian)推进乡村(cun)振(zhen)兴、加快建设(she)农(nong)(nong)业(ye)强(qiang)(qiang)(qiang)(qiang)国(guo)(guo),现(xian)提出(chu)如下意见。

一、做好粮食和重要农产品稳产保供金融服务

(一)加大(da)粮食和重(zhong)要农产(chan)品生产(chan)金融支持力度。

围绕新一轮千亿斤(jin)粮(liang)(liang)食产(chan)(chan)(chan)能提(ti)升(sheng)行动(dong)、玉米单(dan)产(chan)(chan)(chan)提(ti)升(sheng)工程(cheng)和(he)吨粮(liang)(liang)田创建,强化(hua)粮(liang)(liang)食生(sheng)(sheng)产(chan)(chan)(chan)主体扩大(da)产(chan)(chan)(chan)能、设备改(gai)造、技术升(sheng)级等融资(zi)需求(qiu)对接,促进粮(liang)(liang)食稳产(chan)(chan)(chan)增产(chan)(chan)(chan)。聚焦大(da)豆和(he)油料生(sheng)(sheng)产(chan)(chan)(chan)、生(sheng)(sheng)猪和(he)“菜篮子”工程(cheng)、油茶(cha)扩种和(he)低产(chan)(chan)(chan)低效林(lin)改(gai)造,持续加大(da)信贷投放力度(du)。以(yi)化(hua)肥、农药等农资(zi)生(sheng)(sheng)产(chan)(chan)(chan)购销为切(qie)入点,满足(zu)农资(zi)企业(ye)经营发(fa)展和(he)农业(ye)生(sheng)(sheng)产(chan)(chan)(chan)主体农资(zi)采购周转资(zi)金(jin)(jin)需求(qiu)。推(tui)广粮(liang)(liang)食和(he)重要农产(chan)(chan)(chan)品生(sheng)(sheng)产(chan)(chan)(chan)托管综合(he)金(jin)(jin)融保(bao)险服务模式,推(tui)动(dong)提(ti)升(sheng)农产(chan)(chan)(chan)品生(sheng)(sheng)产(chan)(chan)(chan)专业(ye)化(hua)社会(hui)化(hua)服务水(shui)平。金(jin)(jin)融机构要积极参与(yu)粮(liang)(liang)食市场化(hua)收购业(ye)务,农业(ye)发(fa)展银行要及时足(zu)额发(fa)放储(chu)备及轮换贷款。

(二)强化(hua)高标准农(nong)田(tian)和水利(li)基础设施建(jian)设融资服务。

按照逐步把永久基本农田全(quan)部建成高标准(zhun)农田要求(qiu),聚焦(jiao)土壤改(gai)良、农田排灌设施等(deng)重点领域,在承贷(dai)(dai)主体、还款(kuan)方(fang)式(shi)、贷(dai)(dai)款(kuan)期限上给(ji)予差异化(hua)政策(ce)倾斜,探(tan)索推(tui)广全(quan)域综合整治等(deng)模式(shi),助(zhu)力(li)高标准(zhun)农田新建和(he)(he)改(gai)造(zao)提升(sheng)。积极梳理(li)大(da)中(zhong)型灌区建设和(he)(he)现(xian)代化(hua)改(gai)造(zao)、中(zhong)小型水库(ku)及引调水工程建设等(deng)重大(da)项目(mu)(mu)融(rong)资需求(qiu)清(qing)单,一对一完善项目(mu)(mu)融(rong)资方(fang)案,加大(da)中(zhong)长期贷(dai)(dai)款(kuan)投放。鼓励各地将符合条件(jian)的(de)项目(mu)(mu)整省整市打捆(kun)打包,统筹(chou)构建多元化(hua)贷(dai)(dai)款(kuan)偿还渠道,实现(xian)项目(mu)(mu)收益自平(ping)衡与经营可持续。

(三(san))持(chi)续(xu)加强种业振兴金融支持(chi)。

完善重点(dian)种(zhong)业(ye)企(qi)业(ye)融资监测机(ji)制(zhi),精准满足国家(jia)(jia)种(zhong)业(ye)基(ji)地和重点(dian)企(qi)业(ye)融资需(xu)求。鼓励金融机(ji)构持续加大(da)(da)对生物育种(zhong)重大(da)(da)项目、国家(jia)(jia)育种(zhong)联合攻(gong)关和畜(chu)禽遗传(chuan)改良(liang)计划等(deng)中长(zhang)期贷款投(tou)(tou)(tou)入,创新品种(zhong)权(证书)、育种(zhong)制(zhi)种(zhong)设施设备等(deng)抵(di)质押贷款业(ye)务,合理满足育种(zhong)研发(fa)、种(zhong)子(苗种(zhong))繁(fan)殖(zhi)、精深加工(gong)、推广销售等(deng)环(huan)节差(cha)异化(hua)融资需(xu)求,助力“育繁(fan)推一体(ti)化(hua)”发(fa)展。用好现(xian)代(dai)种(zhong)业(ye)发(fa)展基(ji)金,鼓励天(tian)使投(tou)(tou)(tou)资人创业(ye)投(tou)(tou)(tou)资基(ji)金等(deng)加大(da)(da)资金投(tou)(tou)(tou)入。

(四)做好构建多元(yuan)化食物供(gong)给(ji)体(ti)系金(jin)融服务(wu)。

树立大(da)(da)食物(wu)(wu)(wu)观,引(yin)导金融机构丰富(fu)生(sheng)物(wu)(wu)(wu)性资(zi)产(chan)抵质押信贷产(chan)品(pin)种(zhong)类,助力(li)构建粮经饲统(tong)筹、农(nong)林牧渔(yu)(yu)结(jie)合、植物(wu)(wu)(wu)动物(wu)(wu)(wu)微(wei)生(sheng)物(wu)(wu)(wu)并举的(de)多(duo)元化食物(wu)(wu)(wu)供给体系。优化信贷资(zi)源配(pei)置(zhi),支(zhi)持草原畜牧业(ye)转型升级。积(ji)极满足规模化标准化稻渔(yu)(yu)综合种(zhong)养、大(da)(da)水面生(sheng)态渔(yu)(yu)业(ye)、陆(lu)基和深远海养殖(zhi)渔(yu)(yu)场建设、远洋渔(yu)(yu)业(ye)资(zi)源开发等领域信贷需求(qiu),加快现代(dai)海洋牧场和渔(yu)(yu)港(gang)经济区建设。

二、强化对农业科技装备和绿色发展金融支持

(五)做好(hao)农业关键核心技(ji)术攻关金融服务。

坚持(chi)(chi)产(chan)业需求导向,开辟(pi)贷(dai)款绿色通道,加大农业关键核心技术攻关金融支持(chi)(chi)力度。针对(dui)农业科技创新周期(qi)长(zhang)等特(te)点,加大中(zhong)(zhong)长(zhang)期(qi)贷(dai)款投放,更好发(fa)挥农业产(chan)业化基(ji)金、农业科技创新投资基(ji)金引(yin)导撬动作用,为(wei)农业领域国家实验室、全国重点实验室、制造业创新中(zhong)(zhong)心等平(ping)台建设给(ji)予长(zhang)期(qi)稳定金融支持(chi)(chi)。

(六)加(jia)大现代设(she)施农(nong)业和先进农(nong)机研发(fa)融资支持力度。

依托设施(shi)农(nong)业(ye)现代化提升(sheng)行动,创新(xin)金融产(chan)品和(he)服(fu)务模式(shi),加大(da)对粮食烘干、设施(shi)农(nong)业(ye)生产(chan)、农(nong)产(chan)品产(chan)地(di)冷藏、冷链物(wu)流(liu)设施(shi)、畜禽(qin)规模化养殖和(he)屠宰加工(gong)、水稻(dao)集(ji)中(zhong)育(yu)秧中(zhong)心(xin)、蔬菜集(ji)约化育(yu)苗(miao)中(zhong)心(xin)等领域金融支持力(li)度。鼓(gu)励拓展农(nong)村资(zi)产(chan)抵质押范围,满足(zu)大(da)型(xing)(xing)智能农(nong)机(ji)(ji)装备、丘陵山(shan)区适用小(xiao)型(xing)(xing)机(ji)(ji)械(xie)和(he)园艺机(ji)(ji)械(xie)、中(zhong)小(xiao)养殖户适用机(ji)(ji)械(xie)研发的(de)合理融资(zi)需(xu)求。稳妥发展农(nong)机(ji)(ji)装备融资(zi)租赁(lin),促进先进农(nong)机(ji)(ji)装备推广应用。

(七(qi))加强(qiang)农业绿色发展金(jin)融支持。

引导(dao)金融机构创(chuang)新(xin)种植业固碳(tan)增汇、养殖业减排降(jiang)碳(tan)、绿色(se)农机研发等(deng)领域信(xin)贷产品(pin),加(jia)大(da)对(dui)国家农业绿色(se)发展(zhan)先行区(qu)(qu)信(xin)贷支(zhi)持力度。推广林(lin)权抵押贷款(kuan)等(deng)特色(se)信(xin)贷产品(pin),探(tan)(tan)索(suo)开展(zhan)排污权、林(lin)业碳(tan)汇预期收益权、合(he)同能(neng)源管理收益权抵质押等(deng)贷款(kuan)业务。探(tan)(tan)索(suo)多(duo)元化(hua)(hua)林(lin)业贷款(kuan)融资(zi)模式,加(jia)大(da)中长期信(xin)贷支(zhi)持力度,支(zhi)持林(lin)下经济发展(zhan)。强化(hua)(hua)碳(tan)减排支(zhi)持工具等(deng)货币政策(ce)工具运用,继续加(jia)大(da)对(dui)符合(he)条件的农村地区(qu)(qu)风力发电、太阳能(neng)和(he)光(guang)伏等(deng)基础设施建设金融支(zhi)持力度。

三、加大乡村产业高质量发展金融资源投入

(八(ba))支持农产品加(jia)工流通业做大做强。

聚(ju)焦农(nong)(nong)产(chan)(chan)(chan)品(pin)加工(gong)业(ye)(ye)提(ti)升(sheng)行动,积极开展(zhan)(zhan)订单(dan)、应收(shou)账款等质(zhi)(zhi)押贷款业(ye)(ye)务(wu)(wu),支(zhi)持(chi)各类主(zhu)(zhu)体发展(zhan)(zhan)农(nong)(nong)产(chan)(chan)(chan)品(pin)产(chan)(chan)(chan)地(di)初加工(gong)和(he)精深(shen)加工(gong)。加大对农(nong)(nong)产(chan)(chan)(chan)品(pin)加工(gong)产(chan)(chan)(chan)业(ye)(ye)园、农(nong)(nong)产(chan)(chan)(chan)品(pin)电商产(chan)(chan)(chan)业(ye)(ye)园、产(chan)(chan)(chan)地(di)冷链(lian)集配中心、农(nong)(nong)业(ye)(ye)国(guo)际贸易(yi)高质(zhi)(zhi)量发展(zhan)(zhan)基(ji)地(di)建设(she)金(jin)(jin)融(rong)(rong)支(zhi)持(chi)力(li)度,助(zhu)力(li)市场流通体系与(yu)储(chu)运加工(gong)布局(ju)有机衔接。鼓励(li)供应链(lian)核(he)心企(qi)业(ye)(ye)通过链(lian)条白(bai)名单(dan)确(que)认、应收(shou)账款确(que)权、设(she)立购销基(ji)金(jin)(jin)等多种方式(shi)为上下游企(qi)业(ye)(ye)担保增信,提(ti)升(sheng)链(lian)上企(qi)业(ye)(ye)农(nong)(nong)户和(he)新型(xing)农(nong)(nong)业(ye)(ye)经营主(zhu)(zhu)体融(rong)(rong)资可得性(xing)。优化(hua)进(jin)出(chu)口(kou)贸易(yi)和(he)对外投资金(jin)(jin)融(rong)(rong)服务(wu)(wu),强化(hua)国(guo)际合(he)作,支(zhi)持(chi)有实力(li)有意愿的(de)农(nong)(nong)业(ye)(ye)企(qi)业(ye)(ye)“走出(chu)去”,培育具有全球(qiu)竞争力(li)的(de)大粮商。

(九(jiu))推动(dong)现(xian)代(dai)乡村服(fu)务(wu)业和新(xin)产业新(xin)业态培育发(fa)展。

充分挖掘乡(xiang)村多元(yuan)价值,创(chuang)新(xin)特色(se)金融产品(pin)和(he)服务,全力支(zhi)持(chi)乡(xiang)村餐饮(yin)购物(wu)、旅游休闲、养老托幼等(deng)生活(huo)性服务业(ye)(ye)(ye)发(fa)展。加(jia)大(da)中(zhong)长(zhang)期贷款投(tou)放,合理(li)(li)满足农(nong)(nong)业(ye)(ye)(ye)产业(ye)(ye)(ye)强(qiang)镇、现代农(nong)(nong)业(ye)(ye)(ye)产业(ye)(ye)(ye)园、优(you)势特色(se)产业(ye)(ye)(ye)集群、农(nong)(nong)业(ye)(ye)(ye)现代化示(shi)范(fan)区、国家乡(xiang)村振兴(xing)示(shi)范(fan)县(xian)建设融资(zi)需求(qiu)。依(yi)法合规加(jia)强(qiang)与(yu)电商企业(ye)(ye)(ye)合作,探(tan)索建立健全信用评级、业(ye)(ye)(ye)务审批、风险控制(zhi)等(deng)信贷管理(li)(li)机制(zhi),支(zhi)持(chi)“数商兴(xing)农(nong)(nong)”和(he)“互联(lian)网+”农(nong)(nong)产品(pin)出村进城工程建设,助力发(fa)展电商直采、定(ding)制(zhi)生产、预制(zhi)菜(cai)等(deng)新(xin)产业(ye)(ye)(ye)新(xin)业(ye)(ye)(ye)态。

(十)支持县域(yu)富民产(chan)业(ye)发展壮(zhuang)大。

金(jin)(jin)融机构要创新开(kai)发(fa)具有地(di)域亮点的金(jin)(jin)融产(chan)品,依托各(ge)地(di)农业农村(cun)(cun)特色资源,“一链一策”做好“土特产(chan)”金(jin)(jin)融服(fu)务,推动(dong)农村(cun)(cun)一二(er)三产(chan)业融合发(fa)展。综合运用专(zhuan)用账(zhang)户闭环管(guan)理、整(zheng)合还款(kuan)来源、建(jian)设(she)主体(ti)优质(zhi)资产(chan)抵质(zhi)押等(deng)增信措施(shi),积极满足县域产(chan)业园区建(jian)设(she)和企业发(fa)展资金(jin)(jin)需求。

(十一)促进农民创(chuang)业(ye)就业(ye)增收。

围(wei)绕(rao)制(zhi)造加工(gong)、物流(liu)快递、家(jia)政服(fu)务、餐饮、建(jian)筑等(deng)(deng)农民工(gong)就(jiu)业(ye)(ye)(ye)集中行业(ye)(ye)(ye),鼓励金融机构将企业(ye)(ye)(ye)社保缴(jiao)费、职业(ye)(ye)(ye)技能培训、稳岗(gang)纾困情况(kuang)等(deng)(deng)纳(na)入(ru)(ru)(ru)授信(xin)评价体(ti)(ti)系。持续(xu)加大对返乡(xiang)入(ru)(ru)(ru)乡(xiang)创(chuang)(chuang)(chuang)业(ye)(ye)(ye)园、农村创(chuang)(chuang)(chuang)业(ye)(ye)(ye)孵化实(shi)训基地(di)建(jian)设信(xin)贷(dai)(dai)资源(yuan)投入(ru)(ru)(ru),深化银企对接,带动(dong)更多农民工(gong)、灵活就(jiu)业(ye)(ye)(ye)人员等(deng)(deng)重点群体(ti)(ti)创(chuang)(chuang)(chuang)业(ye)(ye)(ye)就(jiu)业(ye)(ye)(ye)。加大创(chuang)(chuang)(chuang)业(ye)(ye)(ye)担保贷(dai)(dai)款(kuan)政策实(shi)施力度,鼓励各地(di)因地(di)制(zhi)宜适当(dang)放宽创(chuang)(chuang)(chuang)业(ye)(ye)(ye)担保贷(dai)(dai)款(kuan)申请条件,简化审(shen)批流(liu)程,积(ji)极(ji)满足农民工(gong)创(chuang)(chuang)(chuang)业(ye)(ye)(ye)信(xin)贷(dai)(dai)需求(qiu)。

四、优化和美乡村建设与城乡融合发展金融服务

(十(shi)二)加强乡村基础设(she)施建设(she)支持(chi)。

充分(fen)运用(yong)信息(xi)技(ji)术(shu),精(jing)准评(ping)估新(xin)市民(min)信用(yong)状况,创新(xin)契合(he)度高的信贷产(chan)品(pin),提升金融(rong)(rong)供(gong)(gong)给(ji)质量和金融(rong)(rong)服务均等(deng)(deng)性。加强(qiang)与地(di)方政府信息(xi)共(gong)享和公用(yong)数据(ju)直连,丰富“金融(rong)(rong)+生活+政务”新(xin)市民(min)金融(rong)(rong)服务场(chang)景。鼓励运用(yong)信贷、债券(quan)(quan)、资(zi)产(chan)支(zhi)(zhi)持证券(quan)(quan)、基础设施领(ling)域(yu)不动产(chan)投资(zi)信托基金(REITs)等(deng)(deng)方式,支(zhi)(zhi)持专业化(hua)、规(gui)模化(hua)住房租赁企业发(fa)展,依法合(he)规(gui)加大(da)对新(xin)市民(min)等(deng)(deng)群体保(bao)(bao)障性租赁住房建(jian)设融(rong)(rong)资(zi)支(zhi)(zhi)持力度。扩大(da)金融(rong)(rong)产(chan)品(pin)和服务供(gong)(gong)给(ji),支(zhi)(zhi)持新(xin)市民(min)就业创业、安家落户(hu)、子女教育、健(jian)康(kang)保(bao)(bao)险(xian)和养老保(bao)(bao)障。

完(wan)善农村(cun)电商融(rong)资(zi)、结算等金融(rong)服务,优化县(xian)域(yu)消(xiao)费(fei)(fei)者授信审批(pi)和风控管(guan)理(li)(li),提高消(xiao)费(fei)(fei)金融(rong)可得性。鼓励通(tong)过(guo)线上办(ban)理(li)(li)、免息分期等方(fang)式,稳步(bu)推进低门(men)槛、小(xiao)额度、纯信用农村(cun)消(xiao)费(fei)(fei)贷(dai)款(kuan),为县(xian)域(yu)各类(lei)消(xiao)费(fei)(fei)场景提供个性化信贷(dai)产品,将金融(rong)服务嵌入衣(yi)食住行(xing)。

五、强化巩固拓展脱贫攻坚成果金融支持

(十六)加大对脱贫地区和脱贫人口(kou)金融(rong)支持力度。

(十七)深化金融机构定点帮扶工作。

六、加强农业强国金融供给

(十八)强(qiang)化金融机(ji)构组织功能。

开发性政策性银(yin)(yin)行(xing)要立足职能(neng)(neng)定位,在业务范围内加(jia)大(da)对粮(liang)食和(he)重(zhong)(zhong)要农(nong)(nong)产品稳(wen)产保供(gong)、农(nong)(nong)业农(nong)(nong)村基(ji)础设施、农(nong)(nong)业科技创新等重(zhong)(zhong)点(dian)领(ling)域中长期信(xin)贷支持力(li)度。国有商(shang)业银(yin)(yin)行(xing)、股份制商(shang)业银(yin)(yin)行(xing)要发挥资源(yuan)、机(ji)制、科技等优势(shi),加(jia)强(qiang)线上线下(xia)协同,增(zeng)(zeng)加(jia)乡(xiang)村振兴领(ling)域信(xin)贷投入。农(nong)(nong)村中小金融机(ji)构(gou)要立足本土、专注支农(nong)(nong)支小,强(qiang)化(hua)“三农(nong)(nong)”领(ling)域信(xin)贷资源(yuan)配置(zhi)。加(jia)快农(nong)(nong)村信(xin)用社(she)改革,推(tui)动省联社(she)转换(huan)职能(neng)(neng),规范履职行(xing)为,稳(wen)步(bu)推(tui)进村镇银(yin)(yin)行(xing)结构(gou)性重(zhong)(zhong)组,强(qiang)化(hua)风险防(fang)范化(hua)解,增(zeng)(zeng)强(qiang)“三农(nong)(nong)”金融服务能(neng)(neng)力(li)。鼓(gu)励金融机(ji)构(gou)在园区和(he)社(she)区增(zeng)(zeng)设服务乡(xiang)村振兴、新市(shi)民等群(qun)体(ti)特(te)色网(wang)点(dian),推(tui)动基(ji)础服务向(xiang)县域乡(xiang)村延(yan)伸。

(十九(jiu))拓展多元(yuan)化金融(rong)服(fu)务(wu)。

鼓(gu)(gu)励(li)符合条件的(de)(de)企(qi)(qi)业(ye)发行公司债(zhai)券、短(duan)期融(rong)(rong)资券、中期票据、资产(chan)支持证券、资产(chan)支持票据、乡村(cun)振(zhen)(zhen)兴(xing)票据等用于(yu)乡村(cun)振(zhen)(zhen)兴(xing)。积极支持符合条件的(de)(de)国(guo)家种(zhong)业(ye)阵型企(qi)(qi)业(ye)、农(nong)业(ye)科技创新(xin)企(qi)(qi)业(ye)上市、挂牌融(rong)(rong)资和再融(rong)(rong)资。鼓(gu)(gu)励(li)金融(rong)(rong)机(ji)(ji)构发行“三农(nong)”、小微、绿(lv)色金融(rong)(rong)债(zhai)券,拓宽可贷资金渠道。推(tui)动“融(rong)(rong)资、融(rong)(rong)智、融(rong)(rong)商”有机(ji)(ji)结合,探索(suo)“党建(jian)共建(jian)+金融(rong)(rong)特派员下(xia)乡进村(cun)”模式(shi),创新(xin)搭建(jian)招商引(yin)资、产(chan)销对接、融(rong)(rong)资支持等综合服务平台。持续推(tui)进储蓄(xu)国(guo)债(zhai)下(xia)乡,丰富(fu)适合农(nong)村(cun)居民的(de)(de)理财产(chan)品。

(二十)增强保(bao)险保(bao)障服务能力。

七、提升农村基础金融服务水平

(二十三)加强金融教育(yu)和金融消(xiao)费权(quan)益保(bao)护。

八、强化金融支持农业强国建设政策保障

(二十四)加大货币政(zheng)策工具支持(chi)力度。

用好再贷款(kuan)再贴(tie)现(xian)、差(cha)别化存款(kuan)准备金率等货币(bi)政(zheng)(zheng)策(ce)工具,强(qiang)化精(jing)准滴灌和正(zheng)向(xiang)激(ji)励(li),引导金融(rong)机构(gou)(gou)加(jia)大对乡村(cun)振(zhen)(zhen)兴重点领域信(xin)贷支持(chi)力(li)度,并适度向(xiang)乡村(cun)振(zhen)(zhen)兴重点帮扶县倾斜。对发展基础(chu)好、经营结构(gou)(gou)稳健、具备可(ke)持(chi)续能力(li)的(de)县域法(fa)人金融(rong)机构(gou)(gou),在存款(kuan)准备金率、再贷款(kuan)再贴(tie)现(xian)等方面给予更(geng)优(you)惠的(de)货币(bi)信(xin)贷政(zheng)(zheng)策(ce)支持(chi)。加(jia)强(qiang)现(xian)有结构(gou)(gou)性货币(bi)政(zheng)(zheng)策(ce)工具在“三农”领域使用情况的(de)统计、信(xin)息披露和政(zheng)(zheng)策(ce)评估。

(二十五)加强财(cai)政金融政策协(xie)同。

鼓励各地完善风险(xian)补偿(chang)、财政贴息、融(rong)资(zi)担保(bao)等配套政策(ce),与再贷(dai)(dai)款等货(huo)币政策(ce)形成合(he)(he)力(li),支(zhi)持乡(xiang)村振(zhen)兴相关(guan)领域贷(dai)(dai)款发放。充分发挥政府(fu)性(xing)融(rong)资(zi)担保(bao)机(ji)(ji)构(gou)(gou)增信作用,推(tui)动(dong)“银担”线上系统互联互通(tong),提高代(dai)偿(chang)效(xiao)率(lv),加强(qiang)(qiang)政府(fu)性(xing)融(rong)资(zi)担保(bao)机(ji)(ji)构(gou)(gou)绩效(xiao)评(ping)价,强(qiang)(qiang)化(hua)评(ping)价结果运用。支(zhi)持探索投(tou)贷(dai)(dai)联动(dong)模(mo)式,鼓励通(tong)过农(nong)(nong)业(ye)农(nong)(nong)村投(tou)融(rong)资(zi)项目(mu)库推(tui)送重大项目(mu)信息。发挥财政、信贷(dai)(dai)、保(bao)险(xian)、期(qi)货(huo)合(he)(he)力(li),形成金融(rong)支(zhi)农(nong)(nong)综合(he)(he)体(ti)系。

(二(er)十六)推动融资配套要素市场改革。

探索完善农(nong)(nong)村(cun)产(chan)权确权颁证、抵押(ya)登记、流转交易、评估处置机(ji)制,加快推(tui)动农(nong)(nong)村(cun)产(chan)权流转交易和融(rong)(rong)资服务平台建(jian)设应用(yong)。推(tui)广农(nong)(nong)村(cun)承包土(tu)地经营权、集体(ti)(ti)经营性建(jian)设用(yong)地使(shi)用(yong)权等(deng)抵质押(ya)贷款业务,优先支持(chi)农(nong)(nong)村(cun)集体(ti)(ti)经济(ji)发(fa)展项目(mu)。支持(chi)活体(ti)(ti)畜禽、农(nong)(nong)业生产(chan)设施设备、农(nong)(nong)业仓单、品种(zhong)权(证书)、应收账款等(deng)担保(bao)融(rong)(rong)资业务通过人民(min)银行征(zheng)信中心动产(chan)融(rong)(rong)资统(tong)(tong)一登记公示系统(tong)(tong)进行登记。

适(shi)度(du)(du)提(ti)高涉农(nong)贷款风险容忍(ren)度(du)(du),涉农(nong)贷款不(bu)良率高出金(jin)融机构自(zi)身各项贷款不(bu)良率年度(du)(du)目标3个百分点(含)以内(nei)的,可不(bu)作为监管评价扣分因素。督(du)促金(jin)融机构探索简(jian)便易行(xing)、客观可量化(hua)的尽(jin)职(zhi)认定(ding)标准、免(mian)责(ze)情形和(he)问责(ze)要求,加快落实(shi)涉农(nong)贷款尽(jin)职(zhi)免(mian)责(ze)制度(du)(du)。鼓励金(jin)融机构单设(she)服务通道、单列信(xin)贷额度(du)(du)、单设(she)考核(he)指标、单授审(shen)批(pi)权限、单创信(xin)贷产品、单独资金(jin)定(ding)价,稳(wen)定(ding)加大涉农(nong)信(xin)贷投入。

九、完善工作机制

(二十八)加强组织领导。

鼓励(li)各地(di)建(jian)立健全由金(jin)融(rong)(rong)管理部门、农业(ye)农村、地(di)方(fang)财政(zheng)等部门参与(yu)的金(jin)融(rong)(rong)服务乡村振兴工(gong)作(zuo)(zuo)领导(dao)小组,完善统(tong)筹协调和(he)信息共(gong)享工(gong)作(zuo)(zuo)机制,定期(qi)研究解(jie)决工(gong)作(zuo)(zuo)推(tui)(tui)(tui)进(jin)中遇到的困难和(he)问题。严格落实地(di)方(fang)党委和(he)政(zheng)府(fu)主(zhu)体(ti)责任(ren),严禁新增政(zheng)府(fu)隐性债务。支持条(tiao)件(jian)成(cheng)熟的地(di)区创设普惠金(jin)融(rong)(rong)改革试验区,探索金(jin)融(rong)(rong)支持全面推(tui)(tui)(tui)进(jin)乡村振兴的有(you)效途径和(he)可复制推(tui)(tui)(tui)广(guang)经验。各金(jin)融(rong)(rong)单位要将(jiang)金(jin)融(rong)(rong)支持建(jian)设农业(ye)强国(guo)工(gong)作(zuo)(zuo)与(yu)本单位总体(ti)工(gong)作(zuo)(zuo)同(tong)部署、同(tong)推(tui)(tui)(tui)进(jin)、同(tong)考核。鼓励(li)各地(di)加强乡村金(jin)融(rong)(rong)实博(bo)体(ti)育手机app下载,推(tui)(tui)(tui)动县乡“三农”工(gong)作(zuo)(zuo)人员(yuan)与(yu)金(jin)融(rong)(rong)从业(ye)人员(yuan)双(shuang)向交流。

清晰(xi)界定乡村振(zhen)(zhen)兴金(jin)(jin)融(rong)(rong)(rong)实博体(ti)育手机(ji)app下载的业(ye)务(wu)范(fan)围、领域,健全乡村振(zhen)(zhen)兴金(jin)(jin)融(rong)(rong)(rong)服务(wu)统计,各部门要(yao)探索建立重点领域融(rong)(rong)(rong)资监(jian)测机(ji)制。金(jin)(jin)融(rong)(rong)(rong)管理部门分(fen)支机(ji)构要(yao)持续做(zuo)好(hao)金(jin)(jin)融(rong)(rong)(rong)机(ji)构服务(wu)乡村振(zhen)(zhen)兴考核评(ping)估工(gong)作,强(qiang)化评(ping)估结(jie)果运用。金(jin)(jin)融(rong)(rong)(rong)机(ji)构要(yao)提高对(dui)分(fen)支机(ji)构和领导班子乡村振(zhen)(zhen)兴指标(biao)的绩效考核权重。各金(jin)(jin)融(rong)(rong)(rong)单(dan)位要(yao)依(yi)托线上线下渠(qu)道,采取(qu)群众喜闻乐(le)见的形式加强(qiang)政策宣(xuan)传。及(ji)时总结(jie)提炼金(jin)(jin)融(rong)(rong)(rong)支持建设农(nong)业(ye)强(qiang)国的典型模(mo)式、创新(xin)产品、经验做(zuo)法,通过新(xin)闻报道、劳动竞赛、优秀案(an)例(li)评(ping)选等专题活(huo)动加强(qiang)宣(xuan)传交流推广,推动工(gong)作落实。
